Jose Luis Irigoyen

former Senior Transport Director, World Bank

Jose Luis is the former Senior Director of the Transport Global Practice of the World Bank. He retired from the World Bank in November 2018 after 28 years working on development issues in the field of transport and digital development. As Sr Director he oversaw a portfolio of about US$40 billion in lending commitments in more than 80 countries. Mr. Irigoyen has been a frequent speaker and panelist in international events hosted by IRF, ITF, KOTI, TRB, UN and WRI. A member of the Steering Committee of the World Conference on Transport Research Society, he was a keynote speaker at the conferences in Shanghai (2016) and Mumbai (2019). An Argentine national, Mr. Irigoyen graduated in 1977 as a Civil Engineer with a specialization in Transport from the University of Buenos Aires.

Maria Ruth Jones

Survey Specialist and DIME Analytics Team Lead, Development Impact Evaluation

Maria Jones is a Survey Specialist in the Impact Evaluation (DIME) unit at the World Bank. At DIME, she coordinates DIME Analytics, an initiative to increase and standardize data quality across the DIME portfolio, and works on agricultural impact evaluations. Her main interests are in research methods and agricultural technology adoption. Current research projects focus on the impacts of large-scale rural infrastructure projects in Rwanda. She created and runs DIME’s annual Manage Successful Impact Evaluations course and the DIME Wiki. Maria joined the World Bank in 2009, and has been based in Washington DC since 2012. From 2009-11, she was based in Malawi, working with the Ministry of Agriculture and Food Security on a program of impact evaluations. Maria has an MA in International Relations / Development Economics from the Johns Hopkins School of Advanced International Studies, and a BA in Economics and Spanish from Amherst College.

Asela Kalugampitiya

Asela Kalugampitiya is a Sri Lankan lawyer, currently the President of both Sri Lanka Evaluation Association and the Asia Pacific Evaluation Association. Asela has been working in the Monitoring and & Evaluation field over two decades including for international organizations such as International Organization for Cooperation in Evaluation (IOCE), International Development Law Organization (IDLO), UN Women, UNICEF, UNFPA, ILO and CARE International as Monitoring and Evaluation Specialist. Asela was instrumental in launching the Global Parliamentarians Forum for Evaluation and managing International Year of Evaluation 2015. He is an Advisory Committee member of the International Programme on Development Evaluation Training (IPDET). He is the (honorary) Director- Center for Evaluation, University of Sri Jayewardenepura and a member of the teaching faculty of the Post Graduate Diploma in Monitoring and Evaluation course run by the same university.
