President, Philippine Evaluators for Development Inc. (PHILDEV)
Romeo Santos chairs the Philippine Evaluators for Development Inc. (PHILDEV), the national organization of development evaluators in the Philippines. He is also the Executive Director of WorkLand M&E Institute, a non-profit M&E think tank that builds evaluation capacity in both public and private sectors, including NGOs in the country. Mr. Santos was President of the Asia Pacific Evaluation Association (APEA, 2017-2019) and was a member of the Board of Trustees of the International Organization for Cooperation in Evaluation (IOCE). He co-led the Corporate Self Evaluation working group at the European Evaluation Society (EES) and a member of the International Development Evaluation Association (IDEAS) since 2008. In 2008, he attended the International Program for Development Evaluation (IPDET) in Canada under a World Bank sponsorship. He was a Fulbright Scholar and Visiting Professor in the US in 2009. Mr. Santos has a PhD in Architectural Engineering with major in Project Management and Economics. He is a training provider in RB M&E and Results-based Strategic Planning, and a Professor at the College of Architecture, University of the Philippines Diliman. His career is built around a combination of industry, academic and international development practices along a wide range of cross-disciplinary fields -including organizational development, capacity building, program design, management and evaluation, policy and strategic planning, research, and sustainable built-environment, among others.
