Melinda is a Principal Evaluation Specialist at the Asian Development Bank. She has over 25 years of experience in international development, specialising in the Pacific. She has worked as a diplomat and consultant across a range of countries for the public sector, private sector, a multilateral development bank, a not-for-profit organisation, and the Australian Defence Force. She specialises in the development and evaluation of strategic program architecture, and program and project performance assurance systems and processes. Melinda is the co-team leader of the ADB real-time evaluation of COVID-19. She has a PhD in economics and has published several international development strategies, performance reports, evaluations, and research papers; and co-authored a book on evaluation in contexts of fragility, conflict and violence. Her countries of work experience include American Samoa, Armenia, Australia, Cambodia, Chile, El Salvador, Fiji, India, Indonesia, Lao PDR, Mongolia, Myanmar, Papua New Guinea, Peru, Philippines, Singapore, Thailand, Timor Leste, Tonga, Tuvalu, USA, and Vietnam.
