former Senior Transport Director, World Bank
Jose Luis is the former Senior Director of the Transport Global Practice of the World Bank. He retired from the World Bank in November 2018 after 28 years working on development issues in the field of transport and digital development. As Sr Director he oversaw a portfolio of about US$40 billion in lending commitments in more than 80 countries. Mr. Irigoyen has been a frequent speaker and panelist in international events hosted by IRF, ITF, KOTI, TRB, UN and WRI. A member of the Steering Committee of the World Conference on Transport Research Society, he was a keynote speaker at the conferences in Shanghai (2016) and Mumbai (2019). An Argentine national, Mr. Irigoyen graduated in 1977 as a Civil Engineer with a specialization in Transport from the University of Buenos Aires.
