Rashmi Agrawal holds a PhD in Psychology from India. She specialized in Rehabiltation & Counselling from the University of California, USA. She is an IPDET alumnus and has more than three decades of experience as a trainer and researcher in Monitoring and Evaluation and on other social issues. She did a number of evaluation projects in India and abroad. Dr Agrawal authored a number of books on topics of social relevance; presented papers in national and international conferences; initiated and designed and functioned as course director of a diploma course in M&E approved by Government of India.

As a member of IDEAS (including a term of Board membership) contributed to the development of Competencies Framework. She chaired a thematic sub-group on Utilization of Evaluations. She is a founder member of Community of Evaluators (South Asia) and was on its Steering Committee. Dr Agrawal initiated the Evaluation Community of India (ECOI), an organization of professional evaluators, and is currently a core group member of this organization.
